you just say no. as long as you are not rude about it. if you are too nice when saying no the guy might think you are interested in him. then it depends on how close you guys are.

Honesty is the best policy. Trust me, it hurts more for a person not to let you know they are not interested than discuss it politely with you.

If a person likes you there is no way you are not going to hurt their feelings. Remain cognizant of the fact that they are human beings who will be disappointed, but fairness says that you should tell them in a sensitive way so that they can have closure, get over y ou, and move on to the next person.

its true you must consider the persons feelings. its also good its not an easy thing to do. so before you say no, put yourself in the person's shoes and say the no in a way that you would want it to be said to you, if you'rs the one.:)
