Seems like a probably failed attempt to stir up old fashion ideas. Google has little to say and the referecces are pretty non-descript.

I s'pose it could be for some...trends come & go like lights go on & off...So,
whoever is 'turned on' by this, will probably stir a creative flow...'Til next idea that they're intrigued with.
